Matthew is a Principal Associate based in Eversheds' Manchester office, having previously qualified as a barrister.
He has advised on a number of significant regeneration projects and has been involved in progressing substantial schemes both in the north west and nationally.
Matthew deals with all aspects of planning law having advised both public and private sector clients on policy support for schemes, the submission of planning applications and supporting documentation, including the preparation of environmental statements, section 106 agreements and judicial review.
Matthew has particular expertise in compulsory purchase and compensation matters. Matthew has also recently completed a 9 month secondment at Manchester City Council where he worked as acting Group head of Legal for the Planning and Infrastructure Group.
He is described as bringing a “professional, hardworking approach in coming to the assistance of clients” in client guide to the UK legal market, Chambers UK 2013 as "another excellent associate at the firm, noted as straightforward and proactive" in Chambers UK 2014 and, in Chambers 2016, Matthew is recognised as an 'Associate to Watch' in Chambers and Partners 2016 with his "knowledge and awareness" being described as "first class".
Matthew is also a member of the Compulsory Purchase Association and National Infrastructure Planning Association and regularly lectures on a wide variety of planning and compulsory purchase subjects.
Matthew’s experience includes:
Advising the London Development Agency on the land acquisition strategy to facilitate the London 2012 Olympic Games; Advising English Cities Fund on the £850 million regeneration of over 100 acres at Salford Central which will include the delivery of up to 2,000 new homes; Advising Almacantar in relation to the planning strategy and s.106 agreement for the redevelopment of the iconic Centre Point tower, London; Advising Wirral Metropolitan Borough Council in relation to Peel’s £4.5 billion redevelopment of Wirral Waters; and Thurrock Council on the regeneration of Purfleet to deliver a new sustainable community of 3000 homes together with a new district centre comprising offices, retail and community uses.Position
