Dr Totis Kotsonis is a competition lawyer based in our London office recognised in legal directories for his “'stellar reputation' for his work in relation to state aid rules, EU procurement law and sector and utility regulation". Totis is also recognised nationally and internationally as a leading procurement lawyer who is "extremely efficient and co-operative" and who combines "an academic command of procurement law with a refreshingly pragmatic and commercial sensibility".

Totis regularly advises Governments and other public authorities, as well as utilities and contractors on all aspects of public procurement law compliance, State aid rules, and sector and utility regulation.

Totis has given advice in the context of major infrastructure, transport and energy projects in the UK and abroad. He also advises clients on how to limit risks and how to challenge or defend contract award decisions in the context of litigation proceedings.

He has advised, among others, The Crown Estate, the Department for Transport, Ofwat (the UK Water Regulator); the Republic of Greece; as well as major utilities, infrastructure providers and construction companies.

In July 2015, the European Commission appointed Totis on its Stakeholder Expert Group on Public Procurement. The Group is tasked with assisting the European Commission in shaping the public procurement policy of the European Union.

Totis is also a member of the editorial board of the Public Procurement Law Review and a regular speaker at conferences and contributor to the legal press and journals. His articles have been considered by the European Commission and the UK government and have been referred to by judicial authorities.

Totis is a member of the executive committee of the Procurement Lawyers' Association. He has a PhD from the London School of Economics and worked in another international law practice for 13 years before joining Eversheds in 2014.
