Career

Since joining Galicia’s Environmental practice, he has focused on drafting, enacting and enforcing environmental policy and regulation as well as on the environmental aspects of M&A and financing projects.

He has participated in some of the most complex operations in recent years, such as Actis’ purchase of Intergen’s energy portfolio, Abertis and GIC’s acquisition of 70% of Goldman Sachs’ stake in Red de Carreteras de Occidente, and International Finance Corporation and Bancomext’s financing of the Potrero Solar power plant, currently being developed by Fotowatio Renewable Ventures (FRV). Carlos has been committed to the implementation of ESG initiatives in such high-profile operations.

Carlos is recognized as an expert and leading lawyer by renowned international publications, such as Chambers Latin American Guide and The Legal 500 Latin American Guide, in the Environmental practice. The Legal 500 Green Guide identifies him as an expert in the Environmental, Social and Governance (ESG) practice.

Education

He obtained his Law Degree from Instituto Tecnológico Autónomo de México (ITAM) and holds a Master in Science in Environment and Sustainable Development from University College London (UCL), made possible via a British Chevening Scholarship. Additionally, he became a LEAD Fellow after completing his specialization studies at Colegio de México (COLMEX) as part of the international program’s XVIth Cohort.
