Career

Carlos co-leads Galicia’s Energy and Projects practices. He specializes in electricity, hydrocarbons, alternative energy and infrastructure, the latter with an emphasis on project finance.

 Clients benefit from his vast experience in advising on complex transactions in the national and international markets. His in-depth knowledge of the sector, and creativity as a recognized specialist in the field, enables him to offer unique and efficient advice on each project.

Carlos frequently advises and represents contractors, developers, credit institutions, multilateral agencies and, occasionally, has even provided advice to the state-owned companies of PEMEX and CFE. He frequently collaborates with the Environmental, M&A, Antitrust, International Trade, Arbitration, Commercial & Civil and Administrative Litigation teams in matters related to the development and financing of energy and infrastructure projects as well as defense of client interests. He teaches Energy Law and Project Finance at several leading Mexican universities.

Carlos was a visiting professor of Energy Law at the University of Cambridge in the United Kingdom. He currently serves as the vice-president of Academia Mexicana de Derecho Energético (AMDE) and was the first Mexican board member in the Association of International Petroleum Negotiators (AIPN). Carlos is vice-chairman of the Energy Committee and member of the Energy Task Force for the Canadian Chamber of Commerce in Mexico.
