Michel Klijn

Michel’s work focuses on projects, PPS, construction and procurement law, and public transport. He is actively involved in complex building projects and an array of contract types, including D&C, DBM, DBFM, DBFMO, concessions and alliances. Michel advises a wide range of clients in the construction, infrastructure, transport and energy sectors, on matters such as contracting, innovative procurement procedures, negotiations and litigation. Michel is also a civil engineer, and, prior to joining Houthoff, he worked at a large Dutch construction company for several years. He also teaches at the Dutch Institute for Construction Law and regularly publishes on forms of collaboration in the construction industry, and procurement law.
Mark Moolhuizen

Mark is a very experienced expert in the area of private construction law and property law. He specifically focuses on complex projects, in which authorities as well as private parties are involved: public-private partnership. Mark is engaged in the construction industry, the infrastructure sector, the energy sector, the healthcare sector, the project development sector and the property sector. He specialises in drafting and negotiating (complex) construction law contracts concerning all stages of the building process, including design, construction, maintenance and/or management, as well as funding if applicable. He has drafted (integrated) contracts and has led negotiations for hospitals and other non-residential building works, (onshore and offshore) infrastructure projects and large-scale residential construction. In the area of property law he specialises in (international) property transactions and project development and related contracts. In that context he has led negotiations and has drafted contracts in very complex and extensive property transactions and property developments. Mark advises project developers, construction companies, investors, housing associations and other professional property companies and construction companies. Mark also advises healthcare institutions and educational institutions, retailers and other businesses on property issues and construction issues.
Daniel  Santurio González

Daniel specialises in procurement law, construction law, sustainability and energy transition. He is frequently called upon to shape procurement and contracting strategies, draft tender documents, draft contracts and supervise procurement procedures. Daniel has extensive experience in advising on contracts for major infrastructure and construction works, the public transport sector and sustainability projects. For example, from 2009 until the completion of the North/South Line in 2018, he headed the team of lawyers and jurists that assisted the municipality of Amsterdam in the contracting and execution of the various construction contracts. Daniel combines his legal knowledge with a technical background. As a civil engineer, he is able to quickly get to the heart of complex technical issues and translate them into a tailor-made legal approach. Daniel specialises in both traditional construction contracts (UAV and UAV-GC) and more collaborative contract forms such as (NEC4) Cost+ contracts, construction teams and alliances, whether or not put out to tender by means of a two-phase tender. Daniel is (has been) involved in major construction projects such as the Uithoorn line (light rail), the Victory Boogie Woogie tunnel in The Hague, the new PALLAS Reactor (NEC4) and the Nuclear Health Centre (FIDIC) in Petten and the renovation of the Binnenhof. Where necessary, Daniel assists his clients in legal proceedings before the civil courts and the Council of Arbitration in construction disputes.  
Pieter Stuijt

Pieter Stuijt is an attorney since 1986 he previously worked in London and Paris and came to Pels Rijcken in 1993. He has unique litigation experience in construction and procurement disputes both in arbitration before the Arbitration Board for Construction and in proceedings before the Dutch civil courts. With his team he handles over 90 procurement proceedings each year. This is a major part of all procurement disputes in the Netherlands. Practically all of the State’s procurement disputes are handled by him and his fellow practice group members. In addition, he has extensive experience in drawing up and assessing tender documents and construction contracts in high-profile projects and advises the State on construction and procurement regulations used in the Netherlands. He furthermore provides fit for purpose advise in complex questions of public procurement. Pieter is a regular speaker at conferences such as the leading annual Procurement Conference (NEVI/PIANOO) and the annual Best Value Conference.
Maarten van Rijn

Maarten van Rijn, attorney since 1991, partner since 2000, has an extensive track record in handling major construction and public procurement cases for public entities. Christina Muntinghe joined Pels Rijcken as a lawyer in 2006, where she focuses on various facets of European law. Christina has amassed years of practical experience in procurement law and also specialises in state aid law. She advises (local and regional) governments in complex projects, including area developments and sustainable and innovative energy projects, with which Christina has a special affinity given her technical background. Her approach is always focused on providing concrete and practical solutions that enable clients to achieve their objectives. Christina studied mechanical engineering at the University of Twente and graduated cum laude from Leiden University with a degree in Dutch law. Christina is a member of the Dutch Association for Procurement Law (NVvA), the Competition Law Association and the Dutch Association for European Law.
