Position

Louis Jonker is a leading expert in law and technology. Louis has over 20 years of experience in IT (sourcing) projects, especially in the (semi-)public sector. This includes advising clients during IT procurement processes and drafting and reviewing contract documentation. But also assisting clients during contract negotiations and in contentious matters.

Louis has specific expertise in addressing legal issues of and setting up strategic partnerships for digitalisation in regulated markets, ranging from traditional IT implementation projects to innovative customer-facing solutions and data sharing schemes. Furthermore, Louis focuses on policies and projects concerning the responsible use and management of technology (AI, public cloud, cyber etc.), regarding contracts as well as governance and compliance issues.

Career

Louis is a member of various professional and industry associations, he is a frequent speaker at industry events, and he is a postgraduate teacher in educational programs on healthcare management (MBA) and data science. Furthermore, he co-chairs ITechLaw's 2023 European Conference, he chairs the programming committee of Sourcing Nederland (a Dutch member association for sourcing professionals), and he is an authoring member of a worldwide multi-disciplinary group of technology law experts that developed ITechLaw's Green Paper on the draft EU AI Act.
