Career

Andrei has significant expertise in public projects (public procurement, concessions, utilities, infrastructure, structuring and implementation of EU funded projects and state aid), energy and natural resources and compliance & corporate governance.

He acted as coordinator of the legal teams which assisted foreign and local companies in public procurement and concession procedures organized by public/publicly owned entities (e.g., C.N.A.D.N.R., Metrorex, Ministries, local authorities, regies autonomes, etc.) in relation to major infrastructure public works, concession of utilities, acquisition of equipment and services having an estimated total value exceeding EUR 5 bln.

Andrei also assisted foreign and local companies and NGOs in the implementation of projects benefiting of state aid and co-financed by the European Commission in diverse economic sectors, such as energy, construction, consumer goods industry, pharma, market studies and surveys, biological research, development of vocational competencies, agriculture having an estimated value exceeding EUR 100 mil.  

He assisted foreign and local investors in relation to the development, acquisition, financing (including from EU funds), operation and sale of renewable energy projects cumulating an approved installed capacity exceeding 1,000 MW.

Andrei also coordinated the legal teams which assisted foreign and local companies activating in energy, construction &installation, IT&C, security & defense in reviewing, updating and implementing corporate governance structures and internal procedures related to legal compliance, risk assessment and regulatory matters, including the conducting of due diligence analysis in relation to the company’s general activity or selected projects, training and testing of employees.
