Career

Enrique has over 25 years' experience advising clients through all stages of infrastructure projects, including conceptualization and structuring, engagement through public bidding procedures or private contracting, development and construction, as well as financing and daily operation of the projects once they have been completed.

He has advised construction companies on their participation in public biddings and private contracting for the construction of infrastructure in Mexico, various other Latin American countries and Spain. Enrique has also advised the federal government and state governments on the public bidding and awarding of concessions and long term services agreements for the development of infrastructure.

He has significant experience in the preparation of PPP contracts, procurement and construction contracts, as well as in the financing of infrastructure projects. He has participated in various projects that have received national and international recognition for their complexity and innovation, including hospitals, prisons and the closure of the world’s second largest landfill and utilisation of the biofuel to generate electricity.
