Expertise in public procurement and state aid matters. EU law, EEA law, State aid law, Competition law, Public procurement law, free movement of goods, services, labour and capital, business law. Bjørnar has been Deputy Director of the legal department in the EFTA Surveillance Authority and was also for an extended period Acting Director of the department. He has outstanding experience in litigation before the EFTA and the EU Courts, having represented the EFTA Surveillance Authority in over 20 cases in almost all fields of law covered by the EEA Agreement and the EU treaties. Several of the cases concerned questions within the field of state aid and public procurement. He has also worked extensively with questions pertaining to the free movement of goods, services, labour and capital, in addition to the rules on establishment, competition law, labour law and financial services. Further he has acted as Hearing Officer for competition cases in the EFTA Surveillance Authority. Alterskjær has been Manging Partner in Kluge since 2018.

Christina Lavold's practice focuses on corporate/M&A. She holds a master of laws from the University of Oslo, where she specialized in corporate law and tax law. Lavold works mainly with private M&A and general legal advice within corporate law and contract law. Matias Apelseth
Matias works with commercial property, building projects, and contract matters – primarily for private developers. For developers, Matias particularly deals with the phases from implementation of zoning plans, including development agreements, to setting up and executing building projects/constructions and the sales process, which includes, among other things, final account and defect cases, as well as assistance in building matters. Matias regularly appears in court, and he has considerable experience with dispute resolution for actors in the property industry.

He has assisted builders, contractors and advisers, both with contracting as well as follow-up and final settlement, and legal processes. After working 7 years, mainly with contract work, property transactions and public procurement, he has worked 4 years with upstream supplier contracts as legal counsel in Statoil. He has thorough knowledge of contracts within the oil industry for the FC/EPC/EPCI/EPMA, removal and dismantlement, supply-, preparedness- and installation vessels, helicopter contracts and other service and delivery contracts. Samuel has international experience from projects in Africa and Brazil. He also has experience from various transactions related to property, projects and companies.
