Mike Briaire

Mike Briaire

Mike specialises in construction law and procurement law. He focuses on guiding complex procurement and purchasing procedures, including within the social domain and the ICT sector. In the field of construction law, Mike advises on procurement strategy, contracting strategy and the execution of various types of construction contracts. In particular, Mike has experience with portfolio-based approaches and serial procurement. In addition, Mike regularly litigates in interim relief proceedings concerning procurement disputes, in which he strategically represents both (semi-)public contracting authorities and tenderers, for example in cases involving objections to the structure of the procurement procedure or intended award decisions. He also represents clients in litigation and arbitration concerning construction disputes before the civil courts and the Arbitration Board for the Building Industry. Mike shares his knowledge by regularly publishing on construction and procurement law in journals and professional publications.
Martijn Claassen

Martijn Claassen

Martijn has over 20 years of experience in construction and procurement law in medium to large construction projects in the building and infrastructure sector. He gained this experience in various roles, both on the client and contractor side and in the role of consultant. Besides extensive legal knowledge and experience, Martijn also has relevant technical knowledge and experience, both from his engineering studies (Bouwkunde, TU Delft) and from the projects he has provided contract law advice on 'from the shack'. Martijn has gained particular experience in supervising complex installation engineering projects, such as the transport engineering & dismantling contract of the North-South Line, the ICT and train security systems of the metro in Amsterdam, the tunnel engineering systems of the road tunnels in Amsterdam and the functional systems of the traffic centre in Amsterdam.
Ria Fahner

Ria Fahner

Ria has over 35 years of experience as a lawyer and is a leading specialist in construction and procurement law. In this, she has built up specific knowledge in the infrastructure, non-residential construction, healthcare and social domain sectors. Ria assists various (semi-)government organisations in tenders and construction projects. She supports these organisations in every step of the tendering process, from preparation to award. Among other things, Ria advises on the choice of the type of tendering procedure and the form of contract. In construction projects, she has extensive experience with various contract forms, such as UAV, UAV-GC, construction team, alliance, two-phase contracts and Cost+. Ria is member of the dedicated Cost+ team within the office and co-author of a new Cost+ contract model for the Dutch construction practice, launched in June 2025 via kostplus.nl. Other recent accomplishments of Ria are: \tadvising the Central Government Real Estate Agency regarding the large-scale renovation of the eight-century-old monumental “Binnenhof” complex in the centre of The Hague, the oldest parliamentary complex in Europe; \tadvising Nederlandse Gasunie N.V. on longterm framework agreements; \tserving as a trusted legal advisor to hospital “Wilhelmina Ziekenhuis Assen”, providing ongoing support on the hospital’s most critical construction projects. Ria has an extensive and successful track record of litigating before the civil courts, the Arbitration Council for the Construction Industry and the Netherlands Arbitration Institute. Furthermore, Ria has been a deputy justice at the Arnhem-Leeuwarden Court of Appeal since 2013.
Sanne Groenwold

Sanne Groenwold

Sanne specialises broadly in construction and procurement law. She advises and litigates on a broad range of procurement law matters and has extensive experience in setting up and guiding complex tender and procurement procedures. Sanne is co-lead of the firm's public health care and social domain practice, advising clients nationwide. She is recognised by clients and peers as a trusted and aknowledged specialist in this field. In addition, Sanne has a strong construction and contract law practice. She focuses on advising professional clients on the realisation of large-scale construction projects, including the Victory Boogie Woogie Tunnel in The Hague, the renovation of the Binnenhof and the realization of the PALLAS Reactor in Petten. Her expertise covers both traditional and collaborative construction contracts, including alliances, two-stage contracts (such as construction teams) and various Cost+ contracts (including NEC4 and FIDIC). Where necessary, Sanne represents clients in proceedings before the civil courts and the Arbitration board for the building industry. Zara Gulikers

Zara advises and represents parties in the construction, infrastructure and energy sectors. She advises on and litigates a wide range of procurement and construction law matters, both in the preparation of procurement procedures and during project execution. Zara focuses, among other things, on guiding large and complex construction projects, such as the PALLAS Reactor in Petten, the renovation of the Amsterdam Museum, the development of an integrated child centre (ICC) at the Food Center site in Amsterdam, the renovation of Lelylaan railway station and the wastewater treatment plant in ’s-Hertogenbosch. In addition to drafting and reviewing traditional construction contracts based on UAV and UAV-GC, she also drafts contracts involving advanced forms of collaboration, such as two-phase contracts (including construction teams), alliances and various Cost+ contracts (including NEC4 and FIDIC). Nienke Keus-Goldberg

Nienke Keus-Goldberg

Nienke has specific expertise in forms of cooperation in complex construction and renovation projects. In such projects, she drafts tender documents and contracts and supervises the tender procedures. Examples of projects in which Nienke has been involved include the strengthening of the Markermeer dykes for the Hoogheemraadschap Hollands Noorderkwartier, the dismantling and decontamination of the Thermphos phosphorus plant, the renovation of the Dom Tower, the renovation of Lelylaan railway station, and several tenders within the Amsterdam Road Tunnels Programme, including the new Amsterdam Traffic Control Centre. Nienke also has a particular affinity with, and many years of experience in, the procurement of care in the social domain (youth care and Wmo) and in the development of realistic rates. Since 2019, she has been a member of the Corporate Tender Board of Rijkswaterstaat, where she advises on tenders and contract forms for the largest construction projects in the Netherlands. Nienke has been ranked as "Leading Individual Construction" in The Legal 500 in 2023, 2024 and 2025.
Misha Leppers

Misha Leppers

Misha has 15 years of experience in construction and procurement law. Besides his legal knowledge and experience, his engineering background also gives him a technical background. He enjoys deploying this unique combination on-site with clients. Misha has extensive experience in both the tendering and execution phases of complex (infrastructural) projects such as the bored tunnel and deep stations of the Noord/Zuidlijn underground, the train security system of the metro in Amsterdam and the Victory Boogie Woogie tunnel in The Hague. He is furthermore involved in multiple non-residential construction and offshore wind farm projects. In addition, Misha focuses particularly on the rail sector. His experience at ProRail has allowed him to further specialize in this sector, for example in the field of superstructure renewal, train safety systems, the conversion of railway yards. Christina Muntinghe

Christina Muntinghe

Christina has been a lawyer since 2007 and specialises in construction and procurement law. She advises on complex projects involving procurement law issues, ranging from quasi in-house  structures and public–private partnerships (PPPs) to open house models and material contract changes. Christina is also regularly consulted on the implications of the Didam judgment and assists public authorities in designing and conducting sale procedures. Her experience includes various high-profile projects, such as the sale of the former Pieter Baan Centre and the redevelopment of the Codrico factory site in Rotterdam. Christina’s practice includes a strong focus on relevant contemporary legal issues, including the application of the Foreign Subsidies Regulation (FSR) and matters relating to national security. Daniel  Santurio González

Daniel Santurio González

Daniel specialises in procurement law, construction law, sustainability and energy transition. He is frequently called upon to shape procurement and contracting strategies, draft tender documents, draft contracts and supervise procurement procedures. Daniel has extensive experience in advising on contracts for major infrastructure and construction works, the public transport sector and sustainability projects. For example, from 2009 until the completion of the North/South Line in 2018, he headed the team of lawyers and jurists that assisted the municipality of Amsterdam in the contracting and execution of the various construction contracts. Daniel combines his legal knowledge with a technical background. As a civil engineer, he is able to quickly get to the heart of complex technical issues and translate them into a tailor-made legal approach. Daniel specialises in both traditional construction contracts (UAV and UAV-GC) and more collaborative contract forms such as (NEC4) Cost+ contracts, construction teams and alliances, whether or not put out to tender by means of a two-phase tender. Eveline Snijders-Van Erp

Eveline is a highly experienced specialist in construction and procurement law. She focuses on guiding procurement processes, including in construction and infrastructure. Eveline is often involved from the preliminary phase of the project and advises on the tendering and contracting strategy. Eveline has special knowledge of procurement in the field of rail and public transport. For example, she successfully supervised GVB's tenders for new tram vehicles (the tram 15G) and new metro vehicles (the metro M7). She also supported the Province of South Holland in the tender for hydrogen supply and the construction of the hydrogen refueling station Heinenoord (project JIVE2). In addition, Eveline is often called in to deal with issues during the implementation phase of (construction) contracts and has extensive experience in interim injunction proceedings. Eveline is a lecturer at Conducto Opleidingen and author of Sdu Commentaar Aanbestedingsrecht and Sdu Commentaar Vermogensrecht.

Giulia van den Beuken

Giulia has extensive experience as a lawyer in construction and procurement law. Giulia specializes in procurement and contracting in the social domain. She advises various municipalities and (youth) care regions on hot topics such as healthcare fraud, exorbitant profits and effective interventions. In addition, she has successfully assisted several municipalities in legal proceedings about realistic rates for youth care and social support. Giulia also has broad experience in tendering and summary proceedings on various types of contracts, such as renovation projects, temporary staffing, debt relief and consulting services. In addition, she advises on major construction projects. Between 2018 and 2020, she was involved in project Zuidasdok as a permanent project lawyer. Since 2023, Giulia has been a permanent project lawyer for project IJburg in Amsterdam. Giulia publishes regularly at Pont | Zorg & Sociaal and in various professional journals such as JAAN.
