Career

Victor is a lawyer with 22 years of experience in bankruptcy, administrative law and litigation and has been promoted this year to Counsel at CMS Grau. He worked for INDECOPI (public agency in Peru which administrates the bankruptcy system) as a General Attorney and as a member of different Commissions. Victor has participated in the creation of the new preventive bankruptcy regime which entered in force in May 2020 and is part of the core group that is dealing with comments to the current amendments of our bankruptcy law.

Victor´s expertise is crucial in proving solutions in bankruptcy matters. He has a very solid and grounded approach when dealing with complex questions and analysis of insolvency and crisis situations.

Before joining CMS Grau, Victor was head of Doe Run’s legal department. Doe Run is a very important and strategic mining company that has been subject to bankruptcy since 2010. Therefore, Victor is an extremely important key player in our team as has plenty of experience in dealing with a company with very complex regulatory, social and political issues. Moreover, Doe Run has been subject to one reorganization and two liquidation proceedings.

The latter has been extended by decision of the Peruvian government twice. Given his experience, Victor is now handling all bankruptcy issues related to Gasoducto Sur Peruano bankruptcy before INDECOPI. ENAGAS, our client, is an important gas company that filed the involuntary bankruptcy petition against Gasoducto Sur Peruano due to termination of the concession granted by the government (as further explained in this submission). This is the biggest bankruptcy in the country and the most complex one as it involves local and international arbitration (ICSID).
