Zoryana Skaletska is a leading figure in the area of medical law, recognized as one of the few experts in Ukraine. She held the position of Minister of Health of Ukraine from 2019 to 2020. As an analyst in medical and pharmaceutical law, Zoryana provides consultancy services to international organizations and contributes to legislative initiatives and expert opinions on healthcare regulation. She has been actively involved in medical reform as an expert in the Reanimation Package of Reforms, leading the medical group from 2014 to 2017. Additionally, she has served as a member of the Advisory Council on Healthcare of the Committee of the Verkhovna Rada of Ukraine on Healthcare (2007–2009) and as Chair of the Commission on Healthcare Reform of the Public Council at the Ministry of Health of Ukraine (2011–2014). Zoryana is currently Chair of the Board of the NGO “Ukrainian Medical-Legal Association,” a member of the Board of the NGO “Ukrainian League for Palliative and Hospice Care Development,” and Director of the NGO “Health Forum.” She is also a member of the World Medical Law Association.
