Dulce Franco

Partner and Head of the Projects and Environment Departments, as well as the Transport and Shipping Department, José Luís Moreira da Silva has been involved in numerous arbitrations and litigation procedures, as well as advising the government, Portuguese and international companies on a wide range of matters. He is also the Head of SRS ' Mozambique Desk. With over 30 years of experience, José Luis advises the major Portuguese port authorities and the Portuguese road operator on a wide range of high level issues and projects, as well as the Portuguese Public-Private Partnerships health programme on the construction and development of various hospitals.
